Saber Vault is a compliance-first RWA tokenization protocol. Only a KYB-passed institution or asset owner may mint. Issuers complete Program Review, run a structured Howey assessment, apply utility-conversion wrappers, and record a Factory specification on the selected settlement network — Robinhood Chain, Arc Network, or PulseChain. This version stores that specification locally; it is not an on-chain Factory deployment.
